When HaloPSA is the right call
Ten or more technicians, complex contract billing across many agreement types, and someone whose job includes administering the PSA. Halo's configurability is real depth, and for established MSPs leaving ConnectWise or Autotask it's a deserved favourite.
When Tend is
One to ten people sharing a support inbox, billing clients for time and retainers, and nobody free to spend a quarter implementing software. Tend is opinionated where Halo is configurable - which is why it works the same week you sign up.

The honest framing: Halo and Tend aren't really competing for the same team. Halo is a PSA platform you invest in; Tend is a service desk you switch on. The problem is that the five-seat minimum and implementation weight leave small IT businesses paying platform prices - or staying on a shared inbox - during exactly the years they need ticketing, SLAs, and clean client billing the most.
